These cigarette lighter outlet chargers are a dime a dozen everywhere, from gas stations to amazon, but there is a clear difference in their abilities. Most phones and tablets have fast-charging capabilities and can take advantage of higher amp power sources to charge quickly. Generally, these max out at 5 amps, and unfortunately most car chargers max out at around 1-1.5 amps.
